This is an example of one of the basic features I use a lot that Audacity doesn't have.  In Audacity, you have to highlight each part you want to amplify separately, which is time consuming and results in sudden jumps and drops in the audio volume rather than a smooth transition through the volume change.  In Cool Edit Pro, you highlight the entire file, and then can pull up a nice little amplification graph where you can adjust the volume where needed while also leaving a smooth volume fade transition between the different levels making the adjustments seamless and unnoticed.
Cool Edit Pro, eh? Is it free? Easy?

It's Freesy, my friend!

To be more specific:
If you get it from me, it's free.  The interface control is much more intuitive than Audacity in my opinion.  Since it's more advanced than Audacity, there are a lot more tools for editing your audio.  That's where the only "difficulty" comes in; you just have to take a bit more time to explore everything because there's more of it.  None of the tools are hard to use or figure out, though.

The static noise you describe is likely from clipping due to brickwalling. Try a moderate amount of compression that leaves the peaks of your audio intact.

From what he was describing, I thought he was talking about the background noise sounding too loud when he amplified quieter parts.

Never mind. I just went through it again amplifying the quiet parts so their peaks were about the same as the loudish ones. I'll upload the video tomorrow and then you lot can be the judge of my either tremendous success or abysmal failure.
